Base used: smurfettes_v37_admin_postflow_fixed.zip

This build keeps the original styling/layout from that ZIP and only patches auth/user logic.

Changes:
- admin/login.php now checks temp admin in auth_config.php
- admin/login.php now also checks managed users stored in auth_config.php
- admin/users.php now writes created/edited users into auth_config.php
- admin/users.txt is kept as a local fallback mirror
- admin/config/master_admin.php note updated
