Base used: smurfettes_v37_admin_postflow_fixed.zip

This build keeps the original styling/layout from that ZIP and only patches auth/user logic.

Changes:
- admin/login.php now checks managed users stored in the external users.json path
- admin/users.php now writes created/edited users into the external users.json path
- admin/users.txt is kept as a local fallback mirror
- admin/config/master_admin.php note updated
